NOTICE OF PUBLIC HEARING ON AN APPLICATION FOR THE
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
NOTICE IS HEREBY GIVEN that on Thursday, August 20th, 2026, at or soon after 7:30 p.m. in the Clatonia Community Center, 105 SW 100th Rd, Clatonia, NE 68328, the Village of Clatonia will hold a public hearing concerning an application to the Nebraska Department of Economic Development for a Community Development Block Grant (CDBG). This grant is available to local governments for community/economic development activities.
The Village of Clatonia, NE, is requesting $630,000 in Community Development Block Grant (CDBG) funds for the Clatonia Municipal Water Well Project. The project will be funded through a combination of CDBG funds and a $166,700 Village match. Specifically, the Village is requesting $600,000 for 03J Water/Sewer Improvements to install a new municipal well 356 feet west-northwest of the Village's existing well. The well will be approximately 100 feet deep, with a 16” stainless-steel screen and 16” PVC casing, and will have a design production capacity of 350-400 gallons per minute. The Village will also use CDBG funds to construct a new well building, install 500 linear feet of 6” PVC water main to connect the new well to the water tower, make other incidental improvements, and pay for professional services. The total estimated project cost is $796,700, with total CDBG funding in the amount of $630,000; the Village of Clatonia will provide the remaining $166,700 from the Village’s general funds. CDBG funded activities will include:
● Project Activity 03J — Water System Improvements — $600,000 CDBG + $166,700 Local
● Project Activity 21A — General Administration — $25,000
● Project Activity 03J — Construction Management — $5,000
The Village’s existing well is its only operational well. The well’s physical condition has been a growing concern for the past few years. Hardness, or the concentration of minerals such as calcium and magnesium, leads to scale buildup on the screens, which reduces the pump’s capacity. In November 2024, the village was forced to clean the screens at a cost of $23,000. Today, the well is again 70%-80% clogged and must be recleaned. This buildup causes the well to pump sand and gravel, resulting in mechanical issues. The village repaired the well’s pump in 2023 at a cost of $63,000. The village is soliciting quotes from well contractors to clean the screens and repair the pumps.
58.40% of CDBG funds will benefit low- and moderate-income individuals. No displacement of people or businesses will occur as a result of the project.
All interested parties are invited to attend this public hearing at which time you will have an opportunity to be heard regarding the grant application. Written and oral testimony will also be accepted at the public hearing scheduled for 7:30 PM, August 20, 2026, Clatonia Community Center, 105 SW 100th Rd. written comments addressed to Sarah Roth at clatoniavillage@diodecom.net will be accepted if received on or before Thursday, August 20, 2026.
