The Clatonia Village Board met Thursday September 17th, 2026. Chairwoman Sheri Holsing called the budget hearing meeting to order at 7:31p.m. at the Clatonia Community Center Village Office. Members present were Sheri Holsing, Shelby Hajek, and John Schuerman. Jesse Hajek and Mike Waltke were absent. Others present were Todd Blome, Chris Briggs, Shannon Brydl, Scott Tachovsky, Zach Bauer, Lino Capelle, and Carrie Keslar.

All proceedings were held while the convened meeting was open to the public. The posting of the Open Meetings Act was noted.

Todd Blome from BMG Accountants presented the 2026-2027 budget.

Shelby made a motion to approve the budget as presented. John seconded. Voting yes was Schuerman, S. Hajek, and Holsing. Motion carried 3-0.

John made a motion to approve Resolution 091726-2 to set the tax levy at 0.334335 per $100 of assessed value. Shelby seconded. Voting yes was Schuerman, S. Hajek, and Holsing. Motion carried 3-0.

John made a motion to close the budget hearing meeting at 7:50pm. Shelby seconded. Voting yes was Schuerman, S. Hajek, and Holsing. Motion carried 3-0.

Chairwoman Sheri Holsing called the 1 and 6 year plan meeting to order at 7:51pm.

Resolution 091726-1: The following resolution was introduced by John Schuerman who moved its adoption, seconded by Shelby Hajek. “WHEREAS, the City Street Superintendent has prepared and presented a One Year and Six Year Plan for Street Improvement Program for the Village of Clatonia, and WHEREAS, a public meeting was held on the 17 day of September 2026, to present this plan and there were no objections to said plan; THEREFORE, BE IT RESOLVED BY THE Chairperson and Village Board of Trustees of Clatonia, Nebraska, that the plans and data as furnished are hereby in all things accepted and adopted. Upon roll call vote as follows: YES John Schuerman, Shelby Hajek, Sheri Holsing. ABSENT Jesse Hajek, Mike Waltke. Motion carried 3-0.

Shelby made a motion to close to 1 and 6 year plan hearing at 7:53pm. John seconded. Voting yes was S. Hajek, Schuerman, and Holsing. Motion carried 3-0.

Chairwoman Sheri Holsing called the board meeting to order at 7:53pm.

Consent Agenda:

a)      Approve last meetings minutes

b)      Approve financials

c)      Approve Village of Clatonia Claims to be paid in the amount of $250

d)      Approve Village of Clatonia Claims to be paid in the amount of $32,752.65

e)      Approve Community Center Claims to be paid in the amount of $106.66

f)        Approve Clatonia Rescue Squad Claims to be paid in the amount of $4,562.25

g)       Approve “Stokes Basket” for Clatonia Rescue Squad approx. $500-$1,500

h)      Approve large purchase through Bound Tree Medical for new supplies for Rescue Squad

i)        The Clatonia Fire Department presented no claims to be paid.

John made a motion to approve the items listed under the consent agenda. Shelby seconded. Voting yes was Schuerman, S. Hajek, and Holsing. Motion carried 3-0.

Old Business:

Abandoned Homes Ordinance was again tabled until next meeting.

The board was given an estimate of $13,920 to repair and test the old well at Cottonwood and Maple. The process would consist of 3 phases. Phase one: Pull pump, set test pump and 13 parameter quality test $2,320.00. Phase two: 24 hour pumping test $1,960.00 and Full scan and PFAs $7,800.00. Phase three: Pull test pump and camera inspection $1,840.00. The board agreed to go ahead with Phase one. Rieschick Drilling said we will be billed for the phases and not the entire process so in case the well would fail any of the tests, we wouldn’t be billed for unnecessary testing. Sarah will get ahold of Andrew Rieschick and tell him to get us scheduled.

New Business:

The Village was made aware that there was never a radio installed on the water meter in Sheila’s Bar and Grill. Because of this the bar was only being charged the minimum water charge since its been open. Sarah confirmed with Norris Public Power there has been no actual usage submitted. Water Operator Chris Briggs will be in contact with Sheila VanLaningham so the Village can get a radio installed.  Once the radio is installed, Chris will report the usage number on the meter and the bar will be billed accordingly.

It was suggested to the board that Clatonia revisits the ordinance for new water and sewer installation. It was decided this will be tabled for next meeting.

Sidetrek Bar in Harbine requests approval for an SDL for a wedding reception to be held on October 17, 2026 at the community center. John made a motion to approve the SDL. Shelby seconded. Voting yes was Schuerman, S. Hajek, and Holsing. Motion carried 3-0.

Sarah would like to upgrade the office computer to Microsoft 365 Business Standard with Copilot. Shelby made a motion to approve Microsoft 365 Business Standard with Copilot. John seconded. Voting yes was S. Hajek, Schuerman, and Holsing. Motion carried 3-0.

Sarah explained to the board that if we moved the office phone number to a cell phone it would be a lot more convenient to have. She would be able to use the office number outside of office hours instead of her personal number and would be able to use the alert system from that phone as well. Right now Straight Talk is offering a free phone with a new line and monthly price is $45 for service. John made a motion to approve getting a cell phone and transferring the office number to it. Shelby seconded. Voting yes was Schuerman, S. Hajek, and Holsing. Motion carried 3-0.

Water Operator Chris Briggs presented to the board his monthly report. He was able to contact Nebraska Generator, and they helped him clear the generator fault on the well. He also fixed the exhaust fan in the well house. He presented to the board a mapping system that Cortland uses for their water and sewer lines called Subsurface Solutions. The cost is $360 per year and the Village would be able to have digital water and sewer maps. They can get the GPS of the curb stops and shut offs within a couple feet. The maps can be seen on the computer or on your phone. The maps can also be edited by the water operator. John made a motion to have Chris get a hold of Subsurface Solutions to start getting maps worked up for Clatonia. Shelby seconded. Voting yes was Schuerman, S. Hajek, and Holsing. Motion carried 3-0.

Dealings With The Public:

Cats were brought up again. It was suggested Sarah call the Beatrice Humane Society to see if they would be able to do spay and neuter program to keep the cat population to a minimum.

Shelby made a motion to adjourn the meeting at 8:45 p.m. John seconded. Voting yes was Schuerman, S. Hajek, and Holsing. Motion carried 3-0.

The next meeting will be held October 16th at 7:30 p.m. at the Village Office located at the Clatonia Community Center.
